PROBLEM TO BE SOLVED: To provide a method for manufacturing a polyvinylamine solution having a low content of salts of by-products. SOLUTION: The method for manufacturing a polyvinylamine solution is carried out as follows: a polymer having a vinylamine as a constitutional unit is obtained by modifying a polymer having an N-vinylcarboxylic acid amide as a constitutional unit in the presence of an alkali; the modification reaction is carried out in a solvent whose water content is <=20 wt.%; and subsequently the precipitated salt of byproduction is separated.
