PURPOSE: An apparatus and method for informing the connection state of a telephone is provided to inform an object for requesting a telephone conversation that it is impossible of a normal telephone conversation. CONSTITUTION: A ring detecting unit(120) detects a termination signal transmitted through a telephone line. A voltage level detecting unit(630) connects to a telephone plug socket in parallel through the telephone line, measures a voltage level of the telephone line, and judges whether a telephone terminal connects. A control unit(610) performs a control for transmitting a guidance message when the disconnection of the telephone terminal is detected by the voltage level detecting unit(630) and the termination is detected by the ring detecting unit(120). A telephone conversation switch(640) is switched by the control of the control unit(610) and forms a telephone conversation loop to the telephone line. A voice reproducing unit(650) reproduces a stored voice guidance message by the control of the control unit(610).
