PROBLEM TO BE SOLVED: To provide a method for producing a heavy oil base of both low sulfur and dry sludge contents. SOLUTION: This method for producing a heavy oil base with a dry sludge content of <=0.05 mass% and the sulfur compound content lower than that of the feedstock oil comprises a two-step hydrogenation treatment of a heavy oil in the presence of hydrogenation catalysts, and is characterized by that a hydrogenating desulfurization catalyst is used as the hydrogenation catalyst at the 1st step, and as the hydrogenation catalyst at the 2nd step, a hydrogenation treatment catalyst in the form of a laminate composed of a catalyst layer (1) with catalytically active groups VIB and VIII metals borne at specified levels on a porous inorganic oxide carrier having each specific pore size, pore volume and surface area and a 2nd catalyst layer (2) which catalytically active groups VIB and VIII metals borne at specified levels on a porous inorganic oxide carrier having each specific pore size, pore volume and surface area is used. |
