PROBLEM TO BE SOLVED: To carry out a speed reduction control in the vicinity of the operating limit of an actuator, in a work machine with an engine equipped with an electronic governor capable of electrically changing an engine speed. SOLUTION: This engine speed control device is composed of a work machine driving engine equipped with the electronic governor capable of electrically changing the engine speed, the actuator driven by the engine having a prescribed operating region, an operational position detecting means to detect the operating position of the actuator, and a controller. The controller is so structured that it receives the input of the operational position signal of the actuator by the operational position detecting means, and outputs an engine speed reducing signal to reduce the engine speed down to a prescribed low speed with respect to the electronic governor, when the actuator is in the vicinity of its operating limit.
