PROBLEM TO BE SOLVED: To provide a device that is free from restriction of a part to be reinforced and that has an ability to reinforce metallic materials. SOLUTION: This TIG device is characterized by the structure consisting of a tungsten electrode 11 that generates an arc 15 between the electrode and the surface of a base material 5 composed of metallic materials, a gas supply part for feeding an inert gas between the surface of the base material and the tungsten electrode 11, a power supply that feeds to the tungsten electrode 11 an electric power for generating an arc 15, a TIG torch 1 for melting the surface of the base material 5 by the heat of the arc 15, and a vibrating device 3 composed of the horn 31 to be immersed in a melted part 51, which is formed by the melted surface of the base material 5 by the heat of the arc 15, and composed of a vibrator 32 for vibrating the horn 31. This TIG device can manufacture a metallic product with a surface reinforced in characteristics, by refining the structure of the melted part after solidification, through the vibration imparted by the vibrating device 3.
