PROBLEM TO BE SOLVED: To provide a practical rotating rotary vane device capable of rotating a turning device while rotating vanes with a simple and solid mechanical structure while intermittently rotating the rotary vanes according to a rotation region corresponding to a fluid flow direction at every 90 deg. in order to efficiently obtain rotation torque from, for instance, a river stream or slow viscous flow. SOLUTION: A guided pin of a rotary vane shaft comes in contact with a guiding projection part of a non-rotating part in conjunction with the rotation of a main rotation shaft, so that the device can turns while the rotary vanes intermittently and continuously rotate corresponding to the arrangement state of the guiding projection part.
