PROBLEM TO BE SOLVED: To provide an information recording medium having two recording layers and good recording and erasing performances, a method for manufacturing the same as well as a method for recording and reproducing the same. SOLUTION: The information recording medium comprises a first information layer 11 and a second information layer 20. The first layer 11 has a first record layer 4 for bringing about a reversible phase change between a crystal phase and an amorphous phase by emitting a laser beam or applying an electrical energy. The second layer 20 has a second record layer 14 for bringing about a reversible phase change between a crystal phase and an amorphous phase by emitting the laser beam or applying the electrical energy. The first layer 4 is made of a first material, and a second layer 14 is made of a second material, and the first material is different from the second material.
