PROBLEM TO BE SOLVED: To provide a fluid heating technology capable of suppressing the excessive heating of fluid by minimizing a load on a rotor even when the rotating speed of the rotor is high in a turbine pump type fluid heating device. SOLUTION: A heating pump 10 used in the coolant circulation circuit of an air conditioner system for vehicle comprises a housing 11 and a rotor 20. The housing 11 comprises a stripper 15 for partitioning a suction port 13 and a discharge port 14 and a reed type relief valve 40 capable of varying the flow passage area of the communication hole 16 of the stripper 15. By a test, the reed type relief valve 40 was confirmed that, when the rotating speed of the rotor 20 is high, can suppress the excessive heating of coolant by minimizing a load compared with a case not using a relief mechanism or using an external piping type relief mechanism.
