PROBLEM TO BE SOLVED: To provide an internal combustion engine control device capable of accurately setting a target throttle angle in the transient state of driving fluctuation of an internal combustion engine, and reducing data for computation and operationally processed contents. SOLUTION: The opening area ratio of the opening area of a throttle valve before it operates to the opening area of the throttle valve after it operates is computed (S12-S18), based on a target intake pipe pressure computed from a target intake air quantity to be sucked in the internal combustion engine, and based on the throttle opening before the throttle valve operates, a target throttle opening after the throttle valve operates is computed (S20) by using the opening area ratio before and after the throttle valve operates and the data of the throttle opening corresponding to the opening area.
