PROBLEM TO BE SOLVED: To prepare a surface treating film-forming solution capable of forming a surface treating film having high film strength and transparency, and to provide a manufacturing method of the solution. SOLUTION: The surface treating film-forming solution comprises an organic pigment and an inorganic binder, or in addition to these, further a conductive fine particle, and the organic pigment has a secondary particle which is formed by agglomerating plural primary particles, and an average particle size of the secondary particle being 0.1-0.55μm. The manufacturing method of the solution comprises charging the organic pigment together with a dispersion medium into a bead mill, grinding the pigment by a high speed rotation to a fine particle, and using the resulting product.
