PROBLEM TO BE SOLVED: To obtain a clear coating material composition capable of giving a coating film exhibiting good stain resistance, and excellent in weather resistance, and particularly in non-sanding recoat adhesion, due to a high crosslinking density, and to provide a coating film-forming method using this coating material composition and a laminated coating film obtained by using this coating material composition. SOLUTION: The clear coating material composition comprises (A) 20-60 mass% of a polymer bearing a carboxyl group and a carboxylate group, (B) 10-60 mass% of a polymer bearing a hydroxyl group and a glycidyl group, (C) 0.1-25 mass% of a polymer containing a hydroxyl group, a glycidyl group and a ladder silicone and (D) a polyethylene oxide or polypropylene oxide- modified polysilicone compound. In the film-forming method, this coating material composition is used. The laminated coating film is obtained using this coating material composition.
