PROBLEM TO BE SOLVED: To provide a prime moving mechanism capable of obtaining clean motive power without discharging a toxic substance by continuously rotating the prime moving mechanism by using gravity. SOLUTION: A central shaft 4 with a disc brake 5 is rotatably supported by a frame body 1, and plural column members 9 are installed in a radial shape on both end sides of the central shaft 4. An outer ring 11 is connected to the tip of the column members 9, and pendulums (movable weights) 13 of a cylindrical body are slidingly installed between a pair of mutually opposing column members 9 via a linear guide means 12. Rolling rollers 21 arranged on both ends of the respective pendulums 13 are movably fitted to a guide groove 23 of an annular fixed guide means 22, the center of the fixed guide means 22 is eccentrically arranged on the oblique upper side relative to the central shaft 4, and the center of gravity of the pendulums 13 deviates as a whole so as to eccentrically rotate around the central shaft 4.
