PROBLEM TO BE SOLVED: To adequately form only a seal agent supply path required by applying a bending work to a thin holding plate for the tail seal brush without cutting a trench-shaped notch or channel-shaped gutter to a thick substrate. SOLUTION: A brush member 2 is clamped with an outer side holding plate 3 and an inner side holding plate 4; in a tail seal brush 1 at a tunnel excavator 1 comprising base portions 3 and 4 of the brush member 2 and holding plates 3 and 4 holding the plates 3 and 4 with substrates 5 and 6; a bending work is given to the outer side holding plate 3 and is released at the outer surface of the holding plate 3, then a guide groove 12 extended from the base end of the holding plate 3 to the tip is formed, the open surface of the guide groove 12 is closed at the inner surface of the substrate 3 and then a seal agent supply pipe passage 10 is formed for the tail seal brush 1 of the tunnel excavator.
