PROBLEM TO BE SOLVED: To provide a soundproof plate and a sound insulating wall having translucency and transparent efficiency without being an obstacle to sunshine or the field of vision and including favorable sound absorption effect and sound insulation effect. SOLUTION: The translucent soundproof plate 6 is so constituted that a translucent sound absorbing material 1 formed by boring a large number of holes with 2 mm or less in thickness in a thin membranous material with 2 mm or less in thickness such as polyvinyl fluoride, polyethylene fluoride or the like, panel frame materials 3, sound absorbing materials 51 to 53 arranged to the inside thereof and a translucent sound insulating plate 2 or the like such as polycarbonate, vinyl chloride, methacrylic resin or the like have air spaces 4 between the translucent sound absorbing material 1 and the sound insulating plate 2 and that it is built up by using a rivet, a screw, an adhesive or the like.
