PURPOSE: Provided is a yellow soil panel and a method for producing the same, by which it is possible to treat high molecular waste plastics which cannot be recycled so far without classification, forming an environmental friendly construction element. CONSTITUTION: The yellow soil panel is produced by the steps of crushing various waste plastics having different melting points, supplying in a melting furnace, heating the furnace upon which some of the plastics are melted and the melt is mixed with plastic particles(11) which are not yet melted to form a mixture in a slug phase, extruding the slug mixture while spraying yellow soil to form a yellow soil layer(20) of a predetermined thickness on a plastic layer(10). On the yellow soil layer(20), wooden powders such as sawdusts are sprayed to form a wooden layer(30).
