SOLUTION: An a-Si system photoreceptor is used as an image carrier, and a toner carrier to carry magnetic toner on a surface is arranged by leaving a specified space from the image carrier, and a toner carrier surface is coated with the magnetic toner by a thickness less than the space and when an electrostatic latent image is developed by transferring the magnetic toner to the electrostatic latent image at a developing area to which developing bias is applied, the magnetic toner that incorporates at least a binding resin and magnetic iron oxide, whose average circularity is from 0.970 to 0.995, whose free degree of iron and an iron compound is from 0.05% to 3.00% and that has inorganic fine powder on the surface is used.
