PROBLEM TO BE SOLVED: To improve the heat exchanger efficiency of a catalytic combustion heater. SOLUTION: The catalytic combustion heater comprises fins 17B in boiling portions 31B for zoning the same into a plurality of small channels arranged perpendicularly to the surface thereof in Fig., which boiling portions are positioned in the midstream of a fluid-to-be-heated channel 3 contacting the intensively heated midstream portion 21B of a combustion gas channel 2 to boil the fluid to be heated. The fins 17B comprise through holes 170B for allowing adjacent small channels to communicate to each other, reducing pressure difference among the small channels to stabilize the surface of fluid and allowing bubbles expanding by bumping to escape to adjacent small channels so as to prevent the wall surfaces of the channels from being covered by gas layers poor in heat transfer efficiency, thereby allowing heat concentrated in the boiling portions 31B to be effectively transferred to the fluid to be heated.
