PROBLEM TO BE SOLVED: To provide a refining and cleaning agent for a fiber containing a silicone-based oil, capable of efficiently removing the silicone-based oil when being used for the refining or the cleaning of the fiber containing the silicone- based oil, and hardly giving bad effect to the dyeing or printing at the post process. SOLUTION: This refining and cleaning agent for the fiber containing the silicone-based oil is characterized in that the refining and cleaning agent contains a phosphoric acid ester salt of an alcohol alkylate represented by general formula (1) (wherein, R is an 8-18C alkyl group; n is an integer of 3-10; m is an integer of 0-10; M is an alkali metal, NH4 or an amine; and X is 1 or 2).
