PROBLEM TO BE SOLVED: To provide a culvert side ditch allowing a wheelchair to easily ride over a footpath even when the wheelchair traverses a pedestrian transverse portion. SOLUTION: Culvert blocks having a large top face grade are installed at a general portion, and culvert blocks having a relatively small top face grade are installed at the pedestrian transverse portion so that even the wheelchair can ride over the footpath. Culvert blocks having a top face grade gradually changed from the top face grade of the general portion to the top face grade of the pedestrian transverse portion are installed between the general portion and the pedestrian transverse portion.
