PROBLEM TO BE SOLVED: To obtain a powder coating material which can easily obtain desired gloss without varying the level of gloss even when the conditions of the baking temperature, and the like, are varied to some extent and excels in the resistance to blocking, and a powder coating material gloss controlling agent. SOLUTION: This powder coating material is obtained by attaching zinc oxide fine powder to the surface of a powdered particle containing a binding agent and a colorant. The powder coating material gloss controlling agent comprises zinc oxide fine powder.
