PROBLEM TO BE SOLVED: To provide a surface coat cemented carbide cutting tool having excellent chipping resistance. SOLUTION: In this surface coat cemented carbide cutting tool, on the surface of a WC cemented carbide base, (a) as a lower layer, a Ti compound layer having the average layer thickness of 0.5 to 15μm and composed of TiC layer, TiN layer, TiCN layer, TiCO layer and TiCON layer, (b) as an intermediate layer, an Al2O3, layer having the average layer thickness of 1 to 15μm, (c) as a surface bed layer, a Ti oxide layer having the average layer thickness of 0.1 to 3μm and satisfying the composition formula: TiOX (X: atom ratio to Ti, ranging from 1.2 to 1.7), and (d) as a surface layer, a Ti nitrogen oxide layer having the average layer thickness of 0.05 to 2μm and satisfying the composition formula TiN1-Y(O)Y [wherein (O) indicates diffusion oxygen from the above surface bed layer, Y: atom ratio to Ti ranging from 0.01 to 0.4, are chemically and/or physically vapor deposited as a hard coat layer with the whole average layer thickness of 3 to 30μm.
