PROBLEM TO BE SOLVED: To provide a warm toilet seat device which is energy-saving and safe. SOLUTION: A conductive material is disposed between a toilet seat surface layer and a surface heater. When a thermoplastic resin oriented film disposed on an outer package of the surface heater thermally deforms according to heating value of the heater, also the conductive material provided on the oriented film elongates, following up the oriented film, and generates a resistance change. If energizing amount to the heater is controlled based on the resistance change, the toilet seat surface layer can be constituted by minimum thickness. As a result, the warm toilet seat device having instantaneous heating performance and safety can be provided.
