PROBLEM TO BE SOLVED: To enable a winding diameter to be widely changeable for a winding part, into which a wire is hot-formed, without making a core bar large-sized or exchanging it in accordance with a winding diameter, and also to prevent plastic deformation of the winding part when the forming speed is increased from the wire to the winding part. SOLUTION: In the coil spring manufacturing device 10, a holding roller 62, which is installed on the outer peripheral side of the core bar 44 rotating counterclockwise, holds the wire 12 in a pressurized manner between the outer peripheral face of the core bar 44 and the roller, rotating clockwise and sending out the wire 12 to a forming roller 64. The forming roller 64 rotates clockwise while bringing the inner face of a nip groove 72 into press-contact with the wire 12 that is delivered from the roller 62, and moves to a position corresponding to the lead angle and the winding diameter of the coil spring 100 along the direction of the main shaft and the diameter of the core bar 44. As a result, the wire 12 delivered from the nip part is formed into the winding part 102, which has the lead angle and the winding diameter corresponding to the position of the forming roller 64.
