SOLUTION: The cleaning and the advance of an apparatus are attempted by ejecting high pressure water from a high pressure water supply tube 18 to a forward piping inside wall and a rearward piping inside wall through a nozzle mechanism 11, and the cleaning of the piping inside wall and the advance of the apparatus are attempted by driving a rotary brush mechanism 30 by high pressure water. The condition of the piping inside wall is confirmed visually by an endoscopic camera 40 and converted into an image by a personal computer peripheral device 70, etc.
