An invention refers to the field of building of bridges, viaducts, and composite constructions and is intended for hydro-insulating works. Its aim is to improve the operational properties of hydroinsulating materials, namely, to reduce the influence of breaking load upon the hydro-insulating part of such a material and to simplify the process of sticking this material to the surface of the construction to be protected. The essence of the proposed technical solution (fig.1) is characterized in that the hydro-insulating material contains a hydro-insulating part consisting of multi-layered polymeric fibrous material made, according to the invention, of M=2n+1 layers of the total thickness Hm, where n is the number of the layers of polymeric thermoplastic substances (1) placed between the layers of partly immersed into them thermo-reactive fibrous woven or non-woven substances (2, 3) and a layer of elastomer (4) connected to one of thermo-reactive fibrous substances situated outside, the mentioned layer having a thickness of HE determined from the expression HE=4/3Hm. It is expedient to connect the layer of elastomer (4) to the fibrous substance (3) by physical or chemical action upon the mentioned elastomer (4) and fibrous substance (3) in such a manner that the volume of the fibrous substance (3) not immersed into the thermo-plastic substance (1) is partly or completely immersed into elastomer (4). Besides, it is expedient to connect the layer of elastomer (4) to the protected surface (5, 6) by physical or chemical action upon the mentioned layer.
