REAL-TIME VARIABLE BIT RATE MPEG VIDEO TRANSMISSION SYSTEM HAVING UNIFORM PICTURE QUALITY

PURPOSE: An MPEG video transmission system having uniform picture quality is provided to effectively transmit variable bit rate MPEG video traffic having uniform picture quality in real time. CONSTITUTION: Each frame is encoded together with a quantization parameter provided by an encoding rate controller(130). The encoded data is transmitted to an encoder buffer(120). Transmission rate with respect to the frames interval is determined by a channel rate controller(140) at a point where the frame interval starts. Transmission of data buffered by the encoder buffer is constrained by a leaky bucket counter(150), and constrained data is sent to a decoder buffer(310) of a video reception system(300). The encoding rate controller and the channel rate controller respectively control the transmission rate generated by a video encoder and the transmission rate from network, satisfying restriction conditions given to the encoding rate controller and channel rate controller.
