SYSTEM AND METHOD FOR ENCODING AND DECODING VIDEO DATA

PURPOSE: A system and a method for encoding and decoding video data are provided to simultaneously encode and decode video data items of multiple channels. CONSTITUTION: A system for simultaneously encoding multiple video channels includes a switch(510), a filter(520), and an encoder(530). The switch divides the multiple video channels to select one channel data. The filter filters the video channel data selected by the switch. The encoder encodes the filtered video data by channels according to a reference picture independent for each channel. Bit streams encoded by the encoder are independent between neighboring reference pictures and neighboring reference pictures of the same channel have relation with each other. The switch selects data while changing the multiple channels for every frame frequency.
