PROBLEM TO BE SOLVED: To provide a system for supporting improvement in the efficiency of an urban development business by automating processing and the decision of the intention of a planner. SOLUTION: The unitary processing of data input, arithmetic operation, storage, and expression is performed by one software by utilizing the basic function of a geographical information system so that a read time from the data input to result calculation can be shortened. Then, a relation between the arithmetic result and a space is always grasped from a picture, and information being the index of judgment is provided so that the understanding speed of the planner can be quickened, and a work process being any labor on the planner is automated so that the processing capabilities can be improved.
