PROBLEM TO BE SOLVED: To provide a watch dial making the dark violet of a solar cell invisible by a simple manufacturing method. SOLUTION: Irregular sections are formed into a pattern shape at least on one face of a permeable substrate 11, a nonpermeable film 12 is provided on this irregular face, and the upper faces 11a1 of projections 11a are polished to remove the nonpermeable film into a smooth face. A pattern in which recesses 11b and projections 11a are arranged at a fixed interval, e.g. a lattice pattern, a circle pattern, or a stripe pattern, is selected for the pattern of the irregular sections. The width of the smooth upper face 11a1 of each projection 11a is made smaller than 100μm, and the total area of the upper faces 11a1 is set to the range of 20-50% against the area of the other face of the permeable substrate.
