PROBLEM TO BE SOLVED: To provide a route selection algorithm for selecting a communication route, on which the number of times of hand-off becomes minimum, in a satellite communication system. SOLUTION: This system is provided with a first elevation angel 2001 and a second elevation angle 2002 from a mobile station 2000 to a communication satellite(CS). The value of the first elevation angel 2001 is defined as a bottom value, with which the communication of the mobile station 2000 and the CS is enabled, and the value of the second elevation angel 2002 is defined as a value, with which the communication of the mobile station 2000 and the CS is enabled, larger than the first elevation angle 2001. When establishing a service link/feeder link, concerning all satellites of >= first elevation angle 2001, time for moving from a present spot to a position of < first elevation angle 2001 is predicted, highest priority is applied to the route of the longest moving time, and on the basis of such priority, a communication route 5000, on which the number of times of hand-off occurrence becomes minimum, is selected.
