PROBLEM TO BE SOLVED: To provide a carbon dioxide recovering gas turbine power plant having high plant efficiency. SOLUTION: A high pressure steam turbine driven by high pressure high temperature steam is used as a topping plant, an intermediate pressure gas turbine using mixed gas of the exhaust gas and combustion gas by oxygen combustion of hydrocarbon fuel as a driving fluid is used as a mid ring plant, a low pressure gas turbine driven by a temperature dropped steam-combustion gas mixed fluid after dropping a temperature by generating the high pressure high temperature steam by exchanging heat of the mixed gas of the exhaust gas and the combustion gas by the oxygen combustion of the hydrocarbon fuel in a combustor equipped on the exhaust heat recovering boiler inlet side with supply water in an exhaust heat recovering boiler, is used as a bottoming plant, and a condenser having a noncondensable gas separating recovering device in the downstream of the low pressure gas turbine, drain equipment, water supply equipment, and water supply piping are provided.
