PROBLEM TO BE SOLVED: To easily and rapidly form material for site safety education and to enable workers to easily understand how to arrange safety measure means at an actual work site with high interest in making safety education to the workers by using such material. SOLUTION: A site image data forming means 1 forms the site image data obtained by actually photographing the site where the work is actually performed and a display image data superposing means 2 superposes the images of the safety measure means (safety cones, security guards, passageways for pedestrians, etc.), and the images of work information displays (the display of the planned points for piping embedment, the display of the points where the existing piping exists, etc.), on the site image data and displays the superposed images, thereby forming the material for the site safety education.
