PROBLEM TO BE SOLVED: To provide a distributor and a distribution method of contents by properly distributing a communication resource so as to urge purchase of contents thereby extending a sales result of the contents. SOLUTION: A communication resource management means 14 decides the sequence of reserving a communication band on the basis of a download communication history by each user when requests of trial use of contents comes from communication terminals on the occurrence of congestion on a stream communication band. Furthermore, the communication resource management means 14 decreases the downloading communication band having already been reserved to reserve a download communication band newly requested when a communication terminal makes contents download request on the occurrence of the congestion in the download communication band.
