PROBLEM TO BE SOLVED: To suppress environmental deterioration by reducing environment deterioration where amenity is taken seriously to almost nothing, and moreover reducing continuous demand control for loads which correspond to other spaces sharply. SOLUTION: At least part of loads are classified into first loads, which are power- consumption-reduction-operated according to the change of a power consumption within a prescribed time interval, and second loads which are subjected to power- consumption-reduction operation, to the extent that the change of an operating condition is not sufficiently large enough to make people feel amenity deterioration, in spite of a change of power consumption. A plurality of control levels for performing power consumption reduction operations, and priority orders for performing power consumption reduction control are set for the first lods beforehand. On the condition that a control level not lower than a prescribed level is generated in each time interval, the second loads are caused to perform power consumption reduction control from the beginning of the next time interval to an extent that the change of an operating condition is not sufficiently large to make people feel amenity deterioration, and the first loads are caused to perform power consumption reduction control, so that the total power consumption does not exceed the target value in each time interval. |
