PROBLEM TO BE SOLVED: To provide a channel error protection realizable across the network layers of a communication system. SOLUTION: One or plural different parts of a source encoded bit stream are made into outer channel code by using an outer channel code such as Reed- Solomon(RS) code or block code of the other type designated inside the first network layer such as application layer of the system, for example, so that an outer channel encoded bit stream having the error protections of different levels to the respective plural different parts of the source encoded bit stream can be generated. Next, the outer channel encoded bit stream is made into inner channel code by using an inner channel code such as a convolution code or a turbo code, for example, designated inside the second network layer such as a physical layer, for example, of the system so that a channel encoded bit stream can be generated. Next, this channel encoded bit stream is transmitted into the communication system after further processing is applied.
