PROBLEM TO BE SOLVED: To extract a seal even if a slip is constituted of the characters of various colors, a character frame and a pattern. SOLUTION: A device is provided with a slip reading part 10, a registered seal image storage part 12, a slip image work area part 14, a slip histogram storage part 16, a color processing part 20 and a seal collation part 22. The slip reading part reads a slip image by the color. The registered seal image storage part stores the image of the registered seal. The slip image work area part stores the slip image. The slip histogram storage part stores the histogram of the slip image. The color processing part performs the color processing of the image of the slip where the seal is put.
