PROBLEM TO BE SOLVED: To construct and provide a facility for protecting oneself by quickly entering the inside, usable as a floating boat at various flood damge time and closing the doorway, and utilizable as a facility for refuge untile refugees are rescued when a natural disaster such as an earthquake, thunder, a fire, a landslide, a tidal wave, flooding of rivers, a tornado, a mud flow and a pyroclastic flow and a violent crime are caused. SOLUTION: A metallic strong square box is made, watertightness and closeness are imparted, the earth is installed, a fireproof heat insulating material is installed on the inside and the outside of the walls, metallic doors having high watertightness are arranged in two places or three places, and a rescue port is arranged so as to go outside at rescue time. The inside is provided with a simple toilet, a simple bed, an antenna terminal for a cellphone, a manually opening-closing ventilating port, an internal pressure regulating valve and a survival goods housing magazine. A chute for refuge is arranged for entering the facility from the second floor.
