PROBLEM TO BE SOLVED: To provide a cut-off sealing member for segment in which consistent cut-off effect can be expected without working any seal groove in a joining surface of the segment. SOLUTION: The cut-off sealing member 1 is fitted to joining surfaces 41 and 51 of adjacent segments 4 and 5. The cut-off sealing member 1 comprises a pair of water-swelling members 2a and 2b, and a sponge member 3 surrounding the periphery thereof. One surface of each water-swelling member is exposed from the sponge member so as to face the joining surface, and the swelling direction of the water-swelling members is limited to the direction of the segment joining surface by the sponge member.
