PROBLEM TO BE SOLVED: To provide a communication channel selection system that makes communication by using other communication channel when communication using a selected communication channel is disabled and can recognize the possibility of communication before the execution of the communication. SOLUTION: When a telephone number of a communication destination is entered via an entry device 10, a retrieval section 21 retrieves a toll station number- communication unit cross-reference table 31 for a communication unit corresponding to a toll station number of the entered telephone number, and a communication unit utilizing state confirmation section 22 confirms the utilizing state of the acquired communication unit by referring to a communication unit utilization state table 32. On the basis of the utilizing state, when the communication unit is available, a communication unit selection section 24 selects the communication unit and makes communication by using the selected communication unit. When the communication unit is not available, a retrieval rule adaptive section 23 retrieves a toll station number adaptive table 33 for a toll station number in place of the entered toll station number of the telephone number and the retrieval section 21 makes the similar retrieval for the replaced toll station number.
