PROBLEM TO BE SOLVED: To limit persistent increase of communication traffic while maintaining implementation of an efficient information communicating technique utilizing characteristics of a network in regard to a system in which an information image using image information and related information specifying at least an inherent process are used as one handling unit and which makes an operator able to recognize a key for new information provision. SOLUTION: This device is provided with a history recording part recording recording history of a client when the client receives information provision from an information provider and records it for display, and an operation permission part determining whether or not to permit an operation instructed by related information on the basis of the recording history of the history recording part. Updating and related operations regarding an information image with old history are prohibited.
