PURPOSE: A system and a method for issuing a communication gift certificate using a communication network are provided to enable a user to request the gift certificate through on-line or off-line and to enable the user to pay a communication expense by the gift certificate. CONSTITUTION: The system comprises a web server(21) transmitting the information to a client system(10), receiving the information transmitted from the client system, and sharing the information relating to the gift certificate issuance with a gift certificate issuance terminal(30), a database server(22) storing an ID and password of the gift certificate buyer and a web page relating to the purchase of the gift certificate, an operation server(23) operating the pay amount and accumulating money of the buyer and storing the operation result in the database server, a payment server(24) confirming the payment of the buyer and transmitting the confirmation to the terminal through the web server, and a gift certificate issuance device making the buyer take the communication gift certificate in case that the buyer inputs the ID and password.
