PURPOSE: A common navigation system is provided to offer a unified user interface to a user and to make a site operator easily offer an intuitional interface to a visitor in a convenient method. CONSTITUTION: The method comprises steps of the site operator registering the site information and the menu information to a toolbar server, downloading a generated menu file after the registration, locating the downloading file to a specific position of the site, a toolbar user approaching to the corresponding site, a toolbar confirming a version to the toolbar server after finding out the menu file, and displaying the corresponding menu in case of succeeding in the version confirmation.
