PROBLEM TO BE SOLVED: To prepare a solid and powdered cosmetic containing a hydrophobic pigment, which is prepared by sticking the slurry comprising the hydrophobic pigment, a solvent, and the like, on paper, has a fine surface; can be smoothly carried by a sponge puff when used, and does not cause caking. SOLUTION: This solid and powdered cosmetic stuck on the surface of the paper characteristically contains the hydrophobic pigment, oil and a polyether- denaturated silicone. The solid and powdered cosmetic stuck on the surface of the paper is prepared by sticking the slurry containing the hydrophobic pigment, the oil, the polyether-denaturated silicone and the solvent on the surface of the paper and then driving it.
