PROBLEM TO BE SOLVED: To provide a continuous single shaft type paddle mixer capable of maintaining the upper surface of a material to be treated, being on the discharge side, at a level not lower than the level of that on the supply side and also enhancing service efficiency of the mixer as compared with the service efficiency of a conventional similar mixer, without reducing the ratio of utilizable internal volume to the total internal volume of the mixer and also to provide a viscous or fluidized material production process using the mixer. SOLUTION: This paddle mixer is provided with plural notched-circular or preferably semicircular paddles placed on the outer periphery of a rotary shaft in the vicinity of the end on the discharge side of the mixer in such a way that every adjacent two of the paddles are fitted to the rotary shaft exactly opposite to each other with respect to the rotary shaft line, and is appropriately used, in particular, for mixing and kneading earth and sand with a liquid or slurry materials such as soil conditioner (e.g. solidifying agent). In the mixer, preferably, the paddles fitted to the rotary shaft are disposed so that the their positions are successively deviated from each other in the shaft line direction or rotational direction of the rotary shaft, at intervals of an appropriate distance or angle, or optionally, variably set.
