PROBLEM TO BE SOLVED: To provide a bridge preventive apparatus and a stirring and carrying- out apparatus for powder equipped with the bridge preventive apparatus, in which powder can be quantitatively and continuously carried out. SOLUTION: A stirrer 15 comprises: a stirring shaft 3 for stirring powder; at least two stages of stirring blades 5 intersecting when the blades are seen from an end of the steering shaft 3 and inclined with respect to an axial direction of the steering shaft; and a rotational drive portion 19 for rotating the stirring shaft 3. The stirring shaft 3 extends from an edge side 9a of a supply port 9 of a hopper 13 to a carrying-out port 11, and is inclined to be at a predetermined acute angle to a carrying-out mechanism 17 for feeding the powder carried out of the carrying-out port 11. A tip 3a of the stirring shaft 3 is arranged at a rear base end 18a of the carrying-out mechanism 17.
