PROBLEM TO BE SOLVED: To provide a turning wheel in which a noise-reducing design is provided. SOLUTION: Contact friction between a shaft 6 and a bearing 7 is reduced by installing a float 3 around a rotor 2 in the turning wheel 1 and installing a container 4 at the lower part of the float 3 to make the float 3 subjected to buoyant force by a liquid 5 in the container 4 float the shaft 6 unitedly formed with the rotor 2.
