PROBLEM TO BE SOLVED: To provide a repaper preventive seal easy to break a seal even by intending to release the seal with an aqueous solution of an alkali or an acid or intending to release the seal by dissolving an adhesive layer 3 by using an organic solvent. SOLUTION: The repaper preventive seal comprises a protective layer 1, an OVD layer 2, at least one of which is formed by using a water soluble resin. In this case, the protective layer in which the OVD layer is laminated is broken by a tension of 0.49 N or less per a width of 1 mm.
