PROBLEM TO BE SOLVED: To decrease vertical wave power acting to a breakwater. SOLUTION: A tilted board 1 having a required length in a right-left direction and a required width in a front-back direction with a required incline in front- back direction is located near the sea surface so as to make the front end side lower than the rear side, the front end side is directed offshore 6 and located near the surface of sea and the tilted board is supported and fixed by a jacket 2 with its top end fixed to its bottom surface and a pile 3 fitted to the jacket 2 driven to the sea floor at a predetermined position, thereby constituting the offshore breakwater with leg. On the top surface of the tilted board 1, many projections 9 are provided. Waves dashing against the tilted board 1 from the offshore side 6 are moved up along the top surface of the board and, at the same time, are destroyed by sequentially colliding with the projections 9 and the energy of wave 5a acting to the top surface is decreased.
