PURPOSE:To reduce power consumption when a mobile terminal equipment makes out-of-zone decision by allowing the mobile terminal equipment to receive a signal of an out-of-zone decision channel so as to make the out-of-zone deci sion. CONSTITUTION:A radio base station 1 has a function to grasp the operating state of a communication channel available by the station 1 and a function to send a signal used to discriminate whether or not the mobile terminal equipment 2 is at the outside of the service area and utilizes an out-of-zone decision channel transmission function 3 at that time. Furthermore, the mobile terminal equipment 2 utilizes an out-of-zone decision channel reception function 4. Then an out-of-zone decision channel is provided in addition to a communication channel and the mobile terminal equipment 2 receives a signal of the out-of-zone decision channel to make the out-of-zone decision. All the radio base stations 1 send a signal of an out-of-zone decision frequency fc at all times, and the mobile terminal equipment 2 decide that it is out-of-zone when the value of an RSSIc at the reception of the signal of frequency fc is not larger than a threshold one.
