PURPOSE: A skin layer structure for preventing foaming solution leakage of an instrument panel is provided to closely contact the skin layer against a core layer for blocking the leakage of a foaming solution or a foaming layer in advance, thereby removing the step of removing the leaked foaming solution or foaming layer. CONSTITUTION: A skin layer(15) structure for preventing foaming solution leakage of an instrument panel includes a foaming layer cover part(16) for covering a foaming layer(13), and a "¥Ø"-shaped coupling end part(17) formed by folding a rim of the foaming layer cover part inwardly and withdrawing the rim outwardly by a predetermined length.
